    To become self reliant and improve performance of DRDO & PSU, following actions to be taken up immediately

    (1) Sell / Merge / dissolve certain labs and PSUs which are either redundant in nature or defunct in nature. It looks like, such labs and PSUs have become a MGNREGA of educated people.
    (2) Participation of Private sector should be made a must for every program, i.e, DRDO should be able to give technology to both Private and Public sectors and Private and Public sector enterprises should compete to get the MOD business. Over a period of time, Public sectors should be reduced and they should be allowed to invest in private sectors and make a public private industry for defense. Or, may be Private sectors shall be allowed to invest in Public sectors and create a similar scenario. Importantly, the perspective of Public Sectors are true Indians and Private sectors are an outsider should go.
    (3) DRDO and PSUs should be made to understand that, getting an order on them may be a decision of government however, executing it successfully will be possible only if they take the private sector on their side. Blame games or squeezing the private sector in the name of L1 will end up in non delivery and bad name.
    (4) All Qualification Agencies (QA) should be told to support indigenous suppliers and encourage private sectors than becoming a stumbling block. In general, the practice by QA agencies is such that, if a product is imported then no question is asked, if it is made by an Indian Vendor then they get into details of everything even though the vendor is already certified for every activities. In the name of inspection, they harass the vendor and change the terms at their convenience and demand. This puts the private sector in tremendous stress and end up running away.
    (5) DRDO and PSU should also note that, only MSME and small industries participate in their procurement process because all big companies knows that DRDO and PSU will misuse the powers and never be reasonable. Hence support should be given to MSME and small industries such that they can sustain the business. Only MSMEs invest in R&D developments, this should be encouraged.
    (6) Accountability on DRDO should be brought in such that DRDO should show delivery of products to end user (MOD) either through PSU or private sector, than just accounting everything in the name of technology development. Till today except for few technologies, everything DRDO now trying to develop is already existing in the world.

    There are so many other points like, endless specification changes, make a MSME to develop a product and later give the production to someone, tendering N number of times for the same product and making many companies to loose money. Asking for security deposits for everything and never giving a commitment on end dates. No AMC taken for any product but expecting the vendor to support endlessly etc.

    UNLESS INDIANS WORK TOGETHER, THERE IS NO WAY THAT INDIA WILL BECOME SELF RELIANT IN DEFENSE. GOVERNMENT SHOULD PRIVATISE THE COMPLETE DEFENSE SECTOR LIKE IN REST OF THE WORLD AND MAKE THIS AS AN OPPORTUNITY TO BECOME SELF RELIANCE.
