Top military brass releases Military Quantum Mission Policy Framework in New Delhi

Chief of Defence Staff (CDS) General Anil Chauhan on Thursday released the Military Quantum Mission Policy Framework, a keystone document outlining India’s policy approach and implementation roadmap for inducting quantum technologies into the Armed Forces.

The framework sets out a structured plan to integrate quantum capabilities across the three services, with a focus on four key domains – quantum communication, quantum computing, quantum sensing and metrology, and quantum materials and devices. The objective is to prepare the military for future battlefields and secure technological superiority amid rapid advances in warfare technologies.

According to the Defence Ministry, the document aligns military requirements with the National Quantum Mission, of which the Armed Forces are a core stakeholder. It seeks to ensure coordinated development and deployment of quantum technologies through a common policy architecture and an indicative, time-bound roadmap.

The framework emphasises jointness among the Army, Navy and Air Force, calling for integrated planning and execution to accelerate the absorption of these niche technologies. It also highlights the role of civil–military fusion, proposing dedicated governance mechanisms involving multiple government sectors to drive research, development and operational adoption.

Officials said the policy framework will serve as the foundation for incorporating cutting-edge quantum capabilities into defence systems, enabling secure communications, enhanced sensing, faster computation and advanced materials critical for next-generation military platforms.

Chief of the Naval Staff Admiral Dinesh K. Tripathi, Chief of the Army Staff General Upendra Dwivedi, Chief of the Air Staff Air Chief Marshal A.P. Singh, and Chief of the Integrated Defence Staff Air Marshal Ashutosh Dixit were present at the release.
