India’s War Plans Lack Synergy Without a CDS

THE creation of the post of Chief of Defence Staff (CDS) was among the major recommendations of the Group of Ministers (GoM) headed by then Deputy Prime Minister LK Advani that analysed the report of the Kargil Review Committee. The Cabinet Committee on Security (CCS) headed by then Prime Minister Vajpayee accepted the recommendation of the GoM to appoint a CDS but held its implementation in abeyance.
