EDITORIAL FOREWORD
The laboratory for testing of defence equipment and components at Bangalore carries out its checks in conformity with JSS 55555 and other stipulated requirements. The technical approval is given by CQAE WE Bangalore in consultation with HQ, DQA (N). The clearances are considered on a case-to-case basis. The facility is also available to private industry whenever capacities are available.
The testing is undertaken free of cost for government agencies where supply orders have been placed by the MoD/ IHQ/ MoD (N) DRDO/ shipyards, and where DGQA has been assigned the responsibility of Inspecting Agency/ Inspecting Officer, and may be repeated once, if required, free. Charges will be levied in cases where supply order has not been placed by the aforementioned agencies. ESS testing as part of production process, is undertaken at a cost.
The prioritisation of testing in the event of excess requests has been laid down giving the top priority to DRDO. The procedure for free testing involves a few steps to include forwarding the items by the QAO. At the CQAE laboratory the request will be scrutinised both from the point of view of availability of testing resources and capacity. Test jigs are to be provided by the indenter. On completion of tests the report is sent to a specified list of addressees.
The procedure for tests on payment lays down that the CQAE lab will undertake the additional responsibility of forwarding an estimate to the organisation initiating the request. The firm concerned will send the equipment along with the payment asked for.
The appendices in the document give out the formats required to be filled up by all indenters. They also provide the details of Environmental Stress Screening. Formats for requisitioning and applicable rates for various tests including ESS are provided in the document.
