The Indian Army successfully conducted the Multilateral Annual Joint Humanitarian Assistance and Disaster Relief (HADR) Exercise, ‘Sanyukt Vimochan 2024’, on November 18–19, across Ahmedabad and Porbandar, Gujarat. The exercise, organized by the Konark Corps of the Southern Command, demonstrated India’s robust disaster response readiness. General Upendra Dwivedi, Chief of the Army Staff, attended the event, underscoring its strategic importance.
The inaugural session, held on November 18 in Ahmedabad, featured a Tabletop Exercise focusing on the theme of “Cyclone in Coastal Gujarat.” Key stakeholders, including representatives from the National Disaster Management Authority (NDMA), Gujarat State Disaster Management Authority (GSDMA), Meteorological Department, and Federation of Indian Chambers of Commerce & Industry (FICCI), participated alongside Indian Armed Forces officials.
On the second day, a Multi-Agency Capability Demonstration took place at Porbandar’s Chowpatty Beach. The event simulated a coordinated disaster response to a cyclone scenario, showcasing the collaborative efforts of the Indian Army, Navy, Air Force, Coast Guard, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and other central and state agencies.

Simulated Disaster Response
The exercise began with a formal request for assistance from civil authorities. It progressed through multi-agency reconnaissance, surveillance of affected areas, and rescue operations. Participants demonstrated casualty evacuation and provided medical aid, concluding with the resuscitation and rehabilitation of simulated victims. These drills emphasized efficient logistics, rapid response, and seamless coordination between agencies.
An industrial exhibition, aligned with the Atmanirbhar Bharat initiative, ran alongside the exercise. This exhibition offered a platform for Indian defence industries to showcase innovative disaster management technologies. It highlighted India’s commitment to self-reliance and advanced disaster response capabilities.
General Upendra Dwivedi remarked, “The Indian Armed Forces have played a pivotal role in disaster relief operations, including search-and-rescue missions, humanitarian aid delivery, and medical support. Exercises like Sanyukt Vimochan underscore our readiness and commitment to addressing natural disasters effectively.”
International Collaboration
A key highlight of the event was the participation of 15 senior officials and representatives from nine friendly nations, including members of the Gulf Cooperation Council, Indian Ocean Region, and Southeast Asia. Their involvement fostered the exchange of best practices and domain expertise, enhancing international cooperation in disaster management.
‘Sanyukt Vimochan 2024’ not only bolstered India’s disaster response capabilities but also contributed significantly to the global dialogue on Humanitarian Assistance and Disaster Relief (HADR). The event reinforced India’s leadership in disaster management and showcased its preparedness on an international stage.
