Op Cactus: How India Saved the Maldives in 1988

0

On 3 November 1988, the Maldives faced an armed coup attempt that threatened to topple President Maumoon Abdul Gayoom’s government. A group of Sri Lankan Tamil mercenaries, recruited by Maldivian businessman Abdullah Luthufi, landed in Malé before dawn and attacked key installations, overwhelming the country’s small security force.

With the capital in chaos and his government under threat, Gayoom appealed to several countries for military assistance. India responded.

Prime Minister Rajiv Gandhi took the decision to intervene, setting in motion Operation Cactus, one of India’s most significant overseas military operations. Within hours, the Indian Air Force transported paratroopers of the 50th Independent Parachute Brigade from Agra to Hulhulé. Led by Brigadier Farouk Bulsara, the force secured the airport and crossed the water to Malé, where it rescued Gayoom and restored control of the capital.

But the operation was far from over. The fleeing mercenaries had hijacked the freighter MV Progress Light and taken hostages, including the Maldivian Education Minister. The Indian Navy deployed INS Godavari and INS Betwa, supported by maritime reconnaissance aircraft and helicopters, to track and intercept the vessel in the open sea. The mercenaries eventually surrendered, and the hostages were rescued.

In this episode of Defence Mantra, the planning, execution and challenges of Op Cactus are revisited; from the race against time to the Navy’s maritime pursuit. We also examine why India was uniquely positioned to respond, how the operation shaped its standing as a regional security provider, and why its legacy continues to influence India-Maldives relations.

Nearly four decades later, Op Cactus remains an important case study in joint military operations, rapid deployment and India’s approach to security in its immediate neighbourhood.
