The name of Guo Kai, a Chinese technocrat, now arises suspicion among Indian policymakers. Coming from a Chinese family of hydraulic engineers, he was the originator and chief designer of the Shuotian Canal in China, author, professor, economist, vice-director and secretary of the Shoutian Canal Preparatory Committee and chairman of the Beijing Shuotian Consulting Development Company.
