BRICS Leaders Strongly Condemn J&K Terror Attack, Call for Swift Adoption of UN Terrorism Convention

Leaders of the BRICS nations — Brazil, Russia, India, China, and South Africa — along with newly inducted member Indonesia and 11 BRICS partner countries, have issued a strong condemnation of the April 22 terrorist attack in Jammu and Kashmir, which claimed 26 lives and left many injured.

Meeting in Rio de Janeiro under the theme “Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance”, the heads of state expressed solidarity with the victims and called for urgent, coordinated international action to combat terrorism in all its forms.

“We condemn in the strongest possible terms the heinous terrorist attack in Jammu and Kashmir,” the leaders declared in a joint communiqué at the close of the XVII BRICS Summit. “We reaffirm our united stance against terrorism in all its forms and manifestations, including cross-border movement of terrorists, terror financing, and the existence of safe havens.”

Earlier, speaking at the summit, Prime Minister Narendra Modi said that the Pahalgam terror attack was a blow not only to India but to humanity.

“There should be no hesitation in imposing sanctions against terrorists. For personal or political gain, giving silent consent, supporting terror or terrorists, should not be acceptable,” he said at the BRICS summit in Rio de Janeiro.

Backing for India’s UN Terrorism Convention Proposal

The summit also revived momentum behind India’s long-pending proposal at the United Nations — the Comprehensive Convention on International Terrorism (CCIT), first introduced in 1996 but stalled over definitional and political disagreements.

The BRICS leaders jointly urged the early conclusion and adoption of the CCIT within the UN framework, saying it would provide a globally accepted legal definition of terrorism and facilitate uniform prosecution and extradition standards.

“We call for zero tolerance for terrorism and reject double standards in counter-terrorism efforts,” the statement emphasised. “Terrorism must not be linked to any religion, nationality, or ethnic group. All perpetrators, supporters, and financiers must be held accountable under international law.”

Wider Global Security Concerns

The leaders also addressed broader global security concerns, expressing alarm over ongoing conflicts in Gaza, Ukraine, and West Asia, and warning against the rising trend of global military expenditure that diverts resources from sustainable development.

They condemned recent military strikes against Iran since June 13, 2025, citing violations of international law and the UN Charter. The communiqué also raised serious concerns about attacks on nuclear infrastructure and stressed the need to uphold global nuclear safeguards, particularly in conflict zones.

On the conflict in Gaza, BRICS nations demanded an immediate and unconditional ceasefire, the withdrawal of Israeli forces, and full humanitarian access. They reaffirmed support for the United Nations Relief and Works Agency (UNRWA) and urged respect for the provisional measures issued by the International Court of Justice (ICJ).

Expanding the Bloc and Reinvigorating Multilateralism

The Rio Summit marked a historic expansion of the BRICS bloc with Indonesia’s accession as a full member and the inclusion of 11 new partner countries: Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan, and Vietnam.

Reaffirming their commitment to a multipolar world order, the leaders called for revitalised multilateralism, the peaceful resolution of disputes, and enhanced regional cooperation mechanisms. They emphasised support for Women, Peace and Security (WPS) initiatives and reiterated the importance of international humanitarian law protections in conflict zones.

As geopolitical tensions rise globally, the BRICS declaration underscores the bloc’s evolving role as a voice for the Global South, committed to inclusive development, peaceful coexistence, and unified global responses to terrorism, climate change, and humanitarian crises.
