Eye on China, PM Makes Historic Landing on Highway-Runway in Assam

In a first for the Northeast, Prime Minister Narendra Modi on Saturday landed in an Indian Air Force C-130J aircraft on a reinforced stretch of highway in Assam’s Dibrugarh district, formally inaugurating the region’s first Emergency Landing Facility (ELF).

The touchdown took place on the Moran bypass of National Highway 127. Minutes later, fighter jets roared overhead in a 20-minute aerial display. A Sukhoi Su-30MKI and a Rafale were seen operating from the strip, underscoring its combat utility. The Prime Minister later departed directly from the same highway airstrip aboard a C-130J, another first for the region.

Strategic Signal Near The LAC

The 4.2-km-long facility, built at a cost of around Rs 100 crore, lies less than 300 km from the Line of Actual Control with China. Its location gives it immediate strategic relevance.

The Northeast has seen heightened military activity since the 2020 border crisis. Air bases in Upper Assam, including Dibrugarh and Chabua, are critical to India’s eastern air operations. The new ELF adds depth and redundancy to that network.

In a conflict scenario, fixed air bases are vulnerable. A highway strip complicates targeting and offers operational surprise. Aircraft can disperse, land, refuel and redeploy without relying solely on permanent runways.

For the Indian Air Force, this means faster response times and greater flexibility along a sensitive frontier.

Highway That Turns Into A Runway

The Moran ELF has been engineered as a dual-use asset. On normal days, it functions as a national highway. In an emergency, it can be activated as a runway for fighter jets, transport aircraft and helicopters.

The reinforced concrete surface can handle fighter aircraft weighing up to 40 tonnes and transport aircraft with a maximum take-off weight of 74 tonnes. There is no central divider along the 4.2-km stretch, allowing unobstructed aircraft movement. Fencing has been installed on both sides, and roadside structures have been cleared for safety.

Officials said the strip can serve as an alternative if Dibrugarh airport or the Chabua Air Force Station becomes unavailable due to operational reasons.

Until now, most of India’s Emergency Landing Facilities have been located in the western and northern sectors. The Moran strip marks a geographic shift, extending such infrastructure toward the China-facing frontier.

Beyond Military Use

The strategic dimension is clear. But the facility also carries civilian value.

Assam and other northeastern states are prone to floods and landslides. During major disasters, road and rail links are often cut off. A highway runway in Upper Assam can enable rapid induction of relief aircraft, evacuation flights, and the deployment of rescue teams.

In that sense, the ELF blends defence preparedness with disaster response capability.

Union Minister for Communication Jyotiraditya Scindia described the project as a sign of India’s “strategic resolve”, noting that the Dibrugarh–Moran stretch can swiftly transform from a roadway into a landing strip for frontline jets and transport aircraft.

With tensions along the northern border yet to fully settle, the message from Moran was unmistakable: infrastructure in the Northeast is no longer just about connectivity. It is about preparedness.
