The Department of Defence Production (DDP), Ministry of Defence has announced the fifth Positive Indigenisation List (PIL) comprising 346 items on Tuesday. These items, including Line Replacement Units/Systems/Sub-systems/Assemblies/Sub-assemblies/Spares & Components and raw materials, have an import substitution value of Rs 1,048 crore. It’s worth noting that these items will be exclusively procured from the Indian industry after the specified timelines of indigenisation as listed on the Srijan portal (https://srijandefence.gov.in). This initiative aims to boost self-reliance in defence and reduce imports by Defence Public Sector Undertakings (DPSUs).
The DPSUs will work to make the items listed in the fifth PIL in India using different methods, such as the ‘Make’ procedure or in-house development involving the industry, including MSMEs. It will help boost the country’s economy, increase investment in defence, and decrease reliance on imports. Also, involving academia and research institutions will improve the design capabilities of the local defence industry, according to the official statement.
Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL), BEML Limited, India Optel Limited (IOL), Mazagon Dock Shipbuilders Limited (MDL), Goa Shipyard Limited (GSL), Garden Reach Shipbuilders & Engineers Ltd (GRSE), and Hindustan Shipyard Limited (HSL) are the DPSUs involved in defence items of the fifth PLL. They have initiated the process for issuing Expressions of Interest/Requests for Proposals on their respective websites, with a link on the ‘Srijan Portal Dashboard‘ (srijandefence.gov.in/DashboardForPublic) designed explicitly for this purpose. The defence industry/MSMEs/start-ups can come forward to participate in large numbers, as stated in the official statement.
The Department of Defence Production (DDP) has identified four Public Interest Litigations (PILs) consisting of 4,666 items for Defence Public Sector Undertakings (DPSUs), out of which 2,972 items worth Rs 3,400 crore have already been indigenized to reduce the need for imports. In addition to this, the Department of Military Affairs (DMA) has identified five positive indigenisation lists comprising 509 items for DPSUs, including highly complex systems, sensors, weapons, and ammunition.
Up to June 2024, more than 36,000 defence items have been identified for indigenisation by the DPSUs and Services Headquarters (SHQs). Collaborative efforts have led to the successful indigenisation of over 12,300 items in the last three years. Consequently, DPSUs have awarded contracts worth Rs 7,572 crore to domestic vendors, showcasing the industry’s crucial role in defence indigenisation endeavours.
