
Indian Army Chief General Upendra Dwivedi addressed officers from 68 countries at École de Guerre in Paris, outlining India’s strategic vision and evolving geopolitical landscape on the last day of his four-day tour to France. His keynote speech highlighted modern security challenges, the role of advanced military technology, and the necessity of global cooperation for collective stability.
The session, attended by 98 international officers, reinforced India’s commitment to regional and global security. In a post on X, the Indian Army stated:
“General Upendra Dwivedi, COAS, delivered a keynote address on India’s Strategic Overview and Regional Geo-Political Situation at École de Guerre, engaging with officers from 68 countries. He provided a comprehensive insight into India’s security landscape, underscoring the evolving threat environment and the critical need for enhanced international military cooperation.”
On 27 February, General Dwivedi witnessed a live-fire drill by France’s Scorpion Division at Carpiagne near Marseille. The demonstration showcased France’s latest combat vehicles—Jaguar, Griffon, and Serval—highlighting their advanced battlefield capabilities.
Later, he visited the Airbus facility in Marseille, where he was briefed on aerospace innovations and next-generation defence systems—discussions centred on integrating cutting-edge aviation technologies to bolster India’s defence capabilities, particularly in rotary-wing aviation.

During his visit, General Dwivedi engaged with the French Army’s 3rd Division at Fort Ganteaume, focusing on joint military training initiatives, including Exercise SHAKTI, scheduled to be held in France later this year—discussions aimed at deepening defence collaboration and interoperability between the two nations.
The Ministry of Defence emphasized that the visit explored new avenues of military cooperation, strengthening the strategic partnership between India and France. General Dwivedi’s four-day visit reaffirmed India’s commitment to expanding global defence engagements and fostering closer military ties with France.
