In an endeavour to enhance self-sufficiency and strengthen national security, the Department of Defence Production under the Ministry of Defence has undertaken a comprehensive restructuring of the Directorate General of Quality Assurance (DGQA). This transformative initiative aims to expedite quality assurance processes and trials, minimize bureaucratic obstacles, and adapt to the evolving quality assurance methodology and the revised role of DGQA in the post-corporatization era of the Ordnance Factories.
The restructuring is a response to the corporatization of Ordnance Factories into new Defence Public Sector Undertakings (DPSUs), the growing involvement of the private defence industry, and the government’s commitment to indigenization. In close collaboration with stakeholders in the defence manufacturing ecosystem, DGQA has been proactively implementing organizational and functional reforms. Under the new structure, a dedicated Directorate of Defence Testing and Evaluation Promotion will be established to ensure transparent allocation of Proof Ranges and testing facilities.
This strategic arrangement, combined with the automation and digitalization of standardised quality assurance processes, is expected to significantly enhance the engagement of the defence industry with DGQA. The restructured DGQA framework, alongside ongoing functional reforms, will significantly contribute to the indigenization drive under ‘Aatmanirbhar Bharat.’ Indian standards and equivalents will now guide domestic manufacturers, fostering the growth of high-quality, internationally competitive defence products for both domestic consumption and export.
This revolutionary change in the DGQA’s organizational structure not only streamlines quality assurance processes but also contributes to a more robust and self-reliant defence manufacturing industry in India. The government’s commitment to the growth of the domestic defence sector is evident through such strategic initiatives, which will ultimately bolster national security and propel India towards becoming a global defence powerhouse.
