The Ministry of Defence has issued a Request for Information (RFI) inviting technology firms to participate in the development of an upgraded digital platform for managing the Indian Navy’s weapons and armament logistics network.

The proposed system, named Indian Naval Armament Management System (INAMS) Version 2.0, will replace the existing INAMS 1.0 platform currently operational across Naval Armament Depots (NADs) nationwide.

INAMS serves as the Navy’s principal software backbone for tracking and coordinating weapons, ammunition, explosives, and associated logistics chains. The next-generation platform is intended to significantly expand operational capability and improve integration between Naval Armament Depots and Naval Headquarters in New Delhi.

According to the RFI, the upgraded system is expected to support nearly 1,200 concurrent users and provide a unified digital framework for explosive handling, guided weapon management, procurement processes, production planning, and personnel administration.

The project has been planned over a five-year timeline, with two years earmarked for development and implementation, followed by three years of operations and maintenance support.

The Navy has placed considerable emphasis on cybersecurity architecture, reflecting the sensitive nature of armament-related data and logistics operations. Vendors have been asked to incorporate multi-factor authentication and AES-256 encryption, along with artificial intelligence and machine learning capabilities.

The platform will also be required to undergo a comprehensive cybersecurity audit by the Indian Navy’s Naval Cyber Group before operational clearance is granted.

In a notable clause aimed at ensuring long-term strategic control, the RFI states that the complete source code and intellectual property rights for the platform will be transferred to the Indian Navy after delivery. The provision is intended to ensure that the Navy retains full ownership and future control of the system without dependence on outside vendors.
