Operation Sindoor Pushes Army-Navy Integration as Two Services Sign Affiliation MoA

Indian Army and Indian Navy signed a Memorandum of Association on Affiliation on 14 May 2026

In a move aimed at deepening military integration after the lessons drawn from Operation Sindoor, the Indian Army and the Indian Navy on Thursday signed a Memorandum of Association (MoA) on Affiliation to institutionalise greater inter-Service cooperation, operational cohesion and joint functioning.

The significance of closer tri-Service integration, officials said, was demonstrated during Operation Sindoor, where coordinated action by the Army, Navy and Air Force contributed to the success of the operation. The latest agreement seeks to build on that experience by creating structured mechanisms for regular interaction, professional exchanges and operational understanding between the two Services.

The MoA was signed in New Delhi by Lt Gen VPS Kaushik, Adjutant General, on behalf of the Indian Army and Vice Admiral Gurcharan Singh, Chief of Personnel, on behalf of the Indian Navy. The ceremony was attended by Vice Chief of Army Staff Lt Gen Dhiraj Seth and Vice Chief of Naval Staff Vice Admiral Sanjay Vatsayan.

The agreement comes amid a growing push within the armed forces towards integrated and multi-domain operations, where future conflicts are expected to demand faster decision-making, interoperability and seamless coordination across land, sea, air, cyber and space domains.

Officials noted that India’s evolving security environment now requires simultaneous protection of territorial borders and maritime interests, including sea lanes and economic assets. While the Navy remains central to safeguarding India’s maritime domain and ensuring uninterrupted trade flows, the Army continues to play a critical role in continental defence and regional stability.

Under the new framework, formations, regiments, institutions, establishments and naval ships will be able to undertake structured affiliation activities aimed at enhancing mutual understanding and professional camaraderie. The initiative is also expected to familiarise personnel with each other’s operational ethos, capabilities and challenges.

The MoA lays down broad guidelines for future affiliations between the Army and the Navy. It is being viewed as another step in the armed forces’ broader transition towards greater jointness and integration.

The military establishment has increasingly emphasised such integration since the creation of the Chief of Defence Staff system and the ongoing drive towards theatre commands, with Operation Sindoor emerging as a recent example of coordinated tri-Service operational synergy.
