Defence Secretary Rajesh Kumar Singh gets one-year extension

The government has approved a one-year extension for Defence Secretary Rajesh Kumar Singh, a 1989-batch IAS officer of the Kerala cadre, allowing him to continue in office until October 31, 2027. The Appointments Committee of the Cabinet (ACC) cleared the extension amid speculation that the government would retain him at a time when major defence reforms are underway.

Singh, who took charge on November 1, 2024, has been overseeing a broad reform agenda spanning military modernisation, indigenous defence manufacturing, exports and greater private-sector participation. He also holds additional charge as Secretary of the Department of Defence Research and Development and Chairman of the Defence Research and Development Organisation (DRDO).

The DRDO responsibilities were assigned to him in May after the tenure of Samir V. Kamat ended on May 31. The arrangement was to continue until a regular appointment was made or further orders were issued. No permanent successor has since been named.

A major initiative under Singh has been the proposed restructuring of DRDO, with a sharper focus on 10 flagship strategic programmes rather than its existing portfolio of 37 active projects. The move is intended to prioritise critical technologies and widen private industry’s role in defence research and development.

The extension comes as the government pursues military theatre commands, new operational doctrines and greater self-reliance in defence production. Singh has also indicated that the Ministry of Defence will seek a 35 per cent increase in the military modernisation budget for 2027–28, taking it from Rs 1.85 lakh crore to nearly Rs 2.5 lakh crore. He has acknowledged that the full increase may be difficult to secure, while expressing hope for at least a 25 per cent rise.

India’s expanding defence exports provide another marker of the Ministry’s current priorities. Singh has cited record exports of Rs 38,424 crore, or about €3.6 billion, with Indian defence equipment reaching more than 80 countries. He has also linked rising demand from Europe to the region’s rearmament drive.

Continuity amid a wider extension trend

The decision comes against the backdrop of the Modi government’s practice of extending the tenures of senior officials in strategically important positions. Cabinet Secretary T. V. Somanathan, Home Secretary Govind Mohan, Foreign Secretary Vikram Misri and Enforcement Directorate Director Rahul Navin are among officials who have benefited from extensions or changes to their tenure arrangements.

The Defence Secretary’s post, however, has not followed an equally consistent pattern of successive post-retirement extensions. The tenures of Singh’s predecessors – G. Mohan Kumar, Sanjay Mitra, Ajay Kumar and Giridhar Aramane – offer a contrasting backdrop to the decision, as none of them got an extension.

Singh’s extension therefore points to the government’s preference for continuity at a time when defence preparedness, capability development and institutional reform remain pressing priorities. Whether the additional year translates into measurable progress will depend on the implementation of the reform agenda, the pace of military modernisation and the resources the government ultimately makes available.
