Russian President Vladimir Putin spoke with Prime Minister Narendra Modi to express solidarity and support following the recent terrorist attack in Pahalgam, southern Kashmir, on April 22, which claimed the lives of innocent tourists. Putin conveyed his heartfelt condolences and underscored the need for an uncompromising global fight against terrorism in all its forms.

During their conversation, both leaders reaffirmed the strategic nature of the India-Russia relationship, describing it as a “special and privileged strategic partnership.” They emphasized that this relationship remains resilient, unaffected by external pressures, and continues to grow across multiple sectors.

Prime Minister Modi congratulated President Putin and the Russian people on the upcoming 80th anniversary of Victory in the Great Patriotic War, observing that Victory Day is a shared occasion of remembrance. An Indian representative is expected to attend the commemorative events in Moscow.

PM Modi also reiterated his invitation to President Putin to visit India for the annual bilateral summit—a gesture the Russian leader accepted with appreciation.

However, in a notable diplomatic decision, Defence Minister Rajnath Singh will not attend the Victory Day parade in Moscow on May 9 in light of heightened tensions between India and Pakistan after the Pahalgam attack. According to official sources, Minister of State for Defence Sanjay Seth may represent India at the event instead.

In related developments, Russian media outlet Sputnik reported that Russia will hand over the second Talwar-class stealth frigate Tamal to the Indian Navy on May 28. The warship is expected to arrive in Indian waters by June 2025 and marks the final imported frigate under a 2016 agreement, after which the Indian Navy will transition fully to Indigenous warship construction.
